What is the internal drain on the swarf skip for?

It lets cutting fluid and coolant separate from the chips and run off before disposal. If you machine wet it is worth having, because a skip full of coolant is heavy, it drips on the way to the tipping point, and the fluid is usually a separate waste stream. If you cut dry or handle packaging and offcuts, the drain does nothing for you.

How do I check my forklift can lift a loaded tilting skip?

Compare the truck's rated capacity at the fork height you need against the skip's own weight plus the weight of the waste, not the litre capacity. Swarf and metal offcuts are far denser than packaging, so a skip sized on volume can exceed a truck's rating long before it looks full.
