Warehouse Racking Inspection: SEMA, HSG76 & What UK Law Requires

Loaded pallet racking holds tonnes of stock metres above people's heads. When an upright is clipped by a forklift or a beam is overloaded, the failure can be sudden and catastrophic — which is why inspecting racking is one of the most important safety routines in any warehouse. This guide explains what a warehouse racking inspection involves, how often it should happen, what the UK standards and law expect, and how to read the traffic-light risk system inspectors use. It is written to help you run a safe storage operation; it is general guidance, not a substitute for a competent inspection or your own risk assessment.

Why racking has to be inspected

Racking is designed to carry a specific load in a specific configuration. Three things erode that safety margin over time: impact damage (forklifts and pallet trucks catching uprights and bracing), overloading (heavier pallets than the system is rated for, or beams set to the wrong pitch), and poor practice (missing beam locks, unsafe pallets, components swapped between systems). A bent upright can lose a large share of its load-bearing capacity, and damage is often invisible to someone walking past at speed. Regular, structured inspection catches deterioration before it becomes a collapse.

Is racking inspection a legal requirement?

People often search for the racking inspection HSE rules expecting a named statute, but there is no single UK law that says "inspect your racking every 12 months" in those words — but several duties combine to make inspection effectively unavoidable. Under the Health and Safety at Work etc. Act 1974 and the Management of Health and Safety at Work Regulations 1999, employers must assess and control workplace risks. Under the Provision and Use of Work Equipment Regulations 1998 (PUWER), racking counts as work equipment that must be maintained in safe working order and inspected to ensure it stays that way. The HSE racking inspection guidance — HSG76 “Warehousing and storage: a guide to health and safety” — and the European standard BS EN 15635 set out how to meet those duties for storage equipment specifically — including the role of inspections and a named person responsible for racking safety. In practice, following the SEMA and EN 15635 inspection regime is how a warehouse demonstrates it has done what the law requires.

The SEMA inspection hierarchy: who checks what, and how often

The Storage Equipment Manufacturers' Association (SEMA) and EN 15635 describe a tiered approach. No single check does everything — the layers work together.

Immediate reporting (everyone, all the time). Every employee who works near the racking should report damage as soon as they see or cause it. A culture where a clipped upright is reported, not hidden, is the single most effective safety control you have.

Regular visual inspections (weekly to monthly, in-house). A nominated Person Responsible for Racking Safety (PRRS) — a trained member of your own team — walks the racking at a set interval, logs damage, and acts on it. The right frequency depends on how busy and how impact-prone the site is; weekly is common in high-traffic operations. Findings should be recorded so you have an audit trail.

Expert inspection (at least every 12 months). EN 15635 calls for an inspection by a "technically competent person" at intervals not exceeding 12 months. This is the formal annual inspection most people mean by "racking inspection," and it is usually carried out by an independent SEMA Approved Racking Inspector (SARI) who produces a written report with a risk rating for each issue and recommended actions. The traffic-light risk system

SEMA classifies damage using a red/amber/green system so that action is proportionate to risk:

Green — acceptable. The component is within the maximum permitted damage limits. No action needed beyond continued monitoring at the next regular inspection.

Amber — requires action. Damage exceeds the green limit but is below the red threshold. The area should be offloaded, the load reduced and the component repaired or replaced within an agreed period (commonly four weeks). Once an amber item is identified it should not simply be reloaded and forgotten — it must be tracked to repair, then reassessed.

Red — very serious / immediate. Damage is severe enough to be a danger now. The affected racking must be offloaded immediately and isolated from use until it is repaired or replaced by a competent person. Red items are not "within four weeks" — they are today.

What a racking inspection actually checks

A thorough inspection works component by component down each run:

Uprights and frames — dents, bends, splits, twist, corrosion; secure floor fixing and undamaged baseplates. Bracing — horizontal and diagonal braces intact and connected. Beams — bends, cracks, broken welds, and the deflection under load; beam connectors fully engaged with safety locks/clips in place. Connectors and clips — every beam locked to its upright (a beam can lift out without them). Load notices — an SEMA-style rack load notice displayed and current, so staff load to the rated capacity and configuration. Footplates and floor fixings — bolts present and tight, baseplates flat. General use — suitable pallets, no overhang, no overloading, adequate aisle and impact protection.

Acting on the findings

An inspection report is only useful if it drives action. Offload red items immediately; plan amber repairs within the agreed window and reduce loading in the meantime; keep green items under routine review. Use original-manufacturer components for repairs — never bodge or weld a damaged upright back into service — and re-rate or reconfigure the system if your stock profile has changed. Keep every inspection record: it is your evidence of a maintained, compliant storage system.
