Almost everybody who searches for this wants one number. How many pallets can I stack? How high am I allowed to go? It is a fair question and it deserves a straight answer, so here it is: there is no figure in UK law. No regulation states a maximum stack height or a maximum number of pallets. What the law requires is that the stack is stable and that nobody is put at risk by it, which means the limit is set by the least stable thing in your particular stack — not by a rule you can look up.
That sounds like an evasion. It is not, and this guide is about how to work your own limit out, because the honest answer is more useful than a number that would be wrong for half the people reading it.
One thing to say plainly at the start: we supply the pallet trucks, stackers, racking and cages that pallets get moved and stored with. We do not sell pallets, stretch wrap or strapping. So where the answer to a problem is a consumable rather than equipment, this guide says so.
Empty pallets and loaded pallets are two different problems
Most guidance runs the two together, and they behave nothing alike.
Empty pallets are a fire risk before they are a stability risk. A stack of dry timber pallets is a substantial concentrated fire load with air gaps running through it, which is close to an ideal geometry for fire spread. That is why empty pallet stacks are generally kept outside, away from buildings and boundaries, and away from anything that could ignite them. Stability matters too, but the fire question is the one that decides where they live.
Loaded pallets are the opposite. Fire risk depends on the goods, but stability is the live daily hazard — and crucially, the pallet is rarely what fails. It is the load that shifts, the wrap that has gone slack, or the bottom unit that has been slowly crushed by everything above it.
Why pallets must never be stored on their side
This comes up constantly and the answer is worth stating properly, because it is not arbitrary.
A pallet stood on edge has a very small footprint carrying a tall, heavy object with a high centre of gravity. It stays upright until something nudges it — a passing truck, a door slam, someone brushing past — and then it goes over flat, at speed, with the full mass of the pallet arriving edge-first at roughly knee-to-head height. People are seriously injured this way. It is one of the more common warehouse crush and impact incidents precisely because a pallet on edge looks harmless right up until it isn't.
There is a second, duller reason. Stored on edge over time, deck boards distort and the pallet racks out of square, so when it eventually goes back into use it does not sit flat and does not sit safely on rack beams.
Store pallets flat, in bonded stacks, on level ground. If you genuinely need pallets stored on end for a process reason, they need a purpose-built restraint — a frame or rack that holds them — not a wall to lean on.
How high: four things that set your limit
Instead of a number, work through these. Whichever gives the lowest answer is your height.
1. What is at the bottom
Everything above rests on the bottom unit. For empty pallets, that means the bottom pallet must be sound, square and sitting flat. For loaded pallets, it means the bottom load must be able to carry everything above it without deforming — and most packaging cannot carry much. Cartons in particular lose compressive strength as they absorb moisture, so a stack that was fine in a dry warehouse in July is not necessarily fine in a damp yard in November.
2. Whether the stack is square
A stack leans because each layer is placed slightly off the one below and the error accumulates. Two or three degrees per layer is invisible at the second pallet and obvious at the sixth. If your stacks lean, the answer is not to stack lower — it is to stack squarely — but until they are square, stack lower.
3. The floor
Height multiplies floor defects. A slab that falls away by a few millimetres puts a measurable lean into a tall stack, and soft ground, drainage falls and expansion joints all do the same. Outside, this is usually the binding constraint.
4. How it is retrieved
This is the one people forget. A stack you can build is not automatically a stack you can safely take down. The equipment has to reach the top unit under control, and the operator has to be able to see what they are doing. If the top pallet is at the very limit of the mast, every retrieval is a marginal lift. Finally, the question nobody asks but everybody should: does anyone work, walk or park beside the stack? A tall stack in a closed bulk-storage bay with no pedestrian access is a different proposition from the same stack beside a picking aisle. Where stacks stand near traffic routes, safety barriers keep the two apart.
Can you stack loaded pallets on top of each other?
Sometimes. The test is whether the load is self-supporting — whether it can carry weight through its own structure rather than through the goods.
- Self-supporting loads — drums, rigid cases, machined items in crates, tightly packed uniform cartons with the strength in the corners — will generally take a pallet on top.
- Non-self-supporting loads — mixed cartons, part-picked pallets, anything soft, bagged, tapered or irregular, anything where the top surface is not flat — will not. Putting a pallet on top crushes the layer beneath, and the damage is often invisible until the goods are opened.
Where the load is not self-supporting but you still need the cube, the purpose-built answers are pallet converters and stacking frames — which we do not stock — or stillages and cage pallets, which we do. A stillage takes the weight through a steel frame rather than through the goods, and stacks four or five high loaded. Stacking patterns, and the trade-off nobody mentions
How cartons are arranged on the pallet decides both how strong the pallet is and how likely it is to stay together. The two goals pull against each other.

The point that gets left out: a carton carries load through its vertical corners. Column stacking lines those corners up, so the compressive strength runs straight down the stack — which is why it is by some margin the strongest arrangement. Interlocking deliberately breaks that alignment, seating corners over voids, and can shed a large fraction of the stack's compressive strength in exchange for tying the layers together.
So the choice follows the failure you are guarding against. If your pallets get crushed, column-stack and secure them properly with wrap or strapping. If your pallets fall apart in transit, interlock and accept the strength penalty. Doing neither properly — half-interlocked, loosely wrapped — gets you the disadvantages of both.
Damaged pallets are the weak link
A pallet that would sit perfectly safely on the floor can fail in a rack, because in a rack it is supported only at two edges and has to carry the load across the span. Take damaged pallets out of circulation rather than putting them at the bottom of a stack where nobody has to look at them. Check for:
- Broken, cracked or missing deck boards, especially the outer bottom boards that sit on rack beams.
- Damaged or missing blocks or bearers.
- Protruding or raised nails.
- Pallets that no longer sit square or rock when weighted.

When block stacking is the wrong answer
Block stacking — pallets straight onto the floor, stacked and butted together — is genuinely good at one thing: it is free. No structure to buy, no installation, and outstanding use of floor area if you have a lot of the same thing.
It stops being free the moment your stock is varied. You can only reach the top of a stack and the front of a block, so it is last-in-first-out by construction. Get a mixed range into block storage and you spend the day moving pallets you do not want in order to reach the one you do — double handling that costs labour, causes damage and, on the numbers most operations run, quietly exceeds the cost of racking within a year or two.
The honest decision rule:
- Few SKUs, high volume each, no date rotation — block stack. It is the right answer and racking would be a waste.
- Many SKUs, or date-coded stock, or anything needing first-in-first-out — pallet racking. You are buying selectivity, not storage.
- Loads that will not take weight on top — stillages and cage pallets, or racking. Do not solve it with a taller block.
- Small, light or hand-picked stock sitting on pallets out of habit — heavy-duty shelving will hold far more of it in the same footprint.

What is the correct way to stack pallets?
Flat, square, on level ground, with the soundest pallets at the bottom, in bonded stacks of a height that can be safely retrieved as well as built. Empty pallets are kept away from buildings and ignition sources; loaded pallets are only stacked on each other where the lower load is self-supporting.
How many pallets are you allowed to stack?
There is no number set in UK law. The duty is to keep the stack stable and to protect anyone who could be affected by it. In practice the limit is set by whichever comes first: the strength of the bottom load, how square the stacks are built, the flatness of the floor, and the safe reach of the equipment used to take them down.
What are the regulations for pallet stacking height in the UK?
No regulation specifies a height. Getting the equipment right
Most stacking problems are handling problems wearing a disguise. If stacks are uneven, the truck may not be placing loads squarely; if they are lower than you would like, the reach of the equipment is the constraint; if you are double handling, the storage method has outgrown the stock profile.
