Mezzanine Floors UK: Regulations, Loadings & How to Specify

A mezzanine floor is the cheapest square metre most businesses will ever add. Instead of extending the building or moving site, you put an intermediate level into the roof space you are already paying rent and rates on — and in a typical industrial unit that is a great deal of unused volume sitting directly above a floor that has run out of room.

The catch is that a mezzanine is not a product you order from a page. It is a designed structure, subject to Building Regulations, and the decisions that determine what it costs and whether it works are all made before anyone quotes. This guide is written from the buyer's side: what a mezzanine actually is, the figures that drive the design, the regulatory position in plain terms, and what to have settled before you ask suppliers for prices.

What is a mezzanine floor?

A mezzanine is a raised, freestanding platform built between the ground floor and the roof of a warehouse, workshop, retail unit or industrial building. It stands on its own steel structure — columns, main beams and joists — with decking on top, and a staircase, handrails, toe boards and safety gates for access. Because it is self-supporting, it generally does not rely on the building's walls, so it can usually be installed, extended or removed without altering the building itself.

The word comes from the Italian mezzano, meaning middle: historically a low intermediate storey set between two main floors. In modern industrial use the meaning has narrowed to exactly that idea — a partial intermediate level that does not extend across the whole building.

Is a mezzanine a second floor? Not in the ordinary sense. It is a partial level within an existing space rather than a full storey, and it is that partial character — how much of the floor area below it covers, and what it is used for — that determines how the regulations treat it. More on that below, because it is the single most consequential point in the whole project.

What a mezzanine is used for

  • Extra storage — the most common use: a second level for palletised or hand-loaded stock, frequently with shelving or pallet racking built on and under the platform.
  • Order picking and multi-tier — two or three shelving levels with walkways, multiplying the pick face in the same footprint. Pairs with trolley-based picking rather than truck-based retrieval.
  • Offices and welfare — a raised office, canteen or meeting room overlooking the floor, releasing ground-level space for operations. This is also the use that attracts the most regulatory attention.
  • Production and assembly — additional bench or process area above existing lines.
  • Plant and services — getting compressors, dust extraction or control panels off the working floor.

The four figures that drive the whole design

1. Floor loading in kg/m²

This is the uniformly distributed load the deck is rated to carry, and it is the number that sets the size of every beam and column in the structure. Two things go wrong here repeatedly. The first is guessing. A mezzanine designed to a figure someone estimated in a meeting is a mezzanine you cannot safely use for the stock you actually hold — work it out from real weights, on the heaviest realistic case, not the average. The second is confusing a distributed rating with a point load: racking legs, plant feet and stacked pallets concentrate weight into small areas, and those need to be declared separately at design stage. It is also worth designing in a margin for the use you will have in three years, not just the one you have now. Upgrading a mezzanine's capacity after it is built is close to impossible; specifying one band higher at the outset is comparatively cheap.

2. Clear height above and below

You are dividing one height into two usable heights plus the structure between them. Work it from the bottom up: the headroom needed beneath for people, racking, and any pallet trucks, stackers or forklifts that will operate under the platform — including the mast height of the truck, not just the load. Then the structural depth of the floor itself. What remains is the height available above, which has to accommodate the tallest load, the operator, any lighting and services, and the sprinkler or smoke detection layout if one applies.

If the sums do not work, they do not work: this is where a mezzanine project is most often ruled out, and it is far better to find that out with a tape measure than after a survey.

3. Column grid

Wider column spacing means fewer obstructions on the ground floor but larger, heavier beams. Narrower spacing is structurally cheaper and gets in the way more. The right answer is not a structural preference — it is set by what happens underneath. Lay the column grid over your intended racking runs and truck aisles before you accept it, because a column standing in the middle of an aisle costs you far more over ten years than the beam saving was worth. 4. How goods get up and down

People use the staircase. Goods do not, and this is the part most often left until last. The options are a pallet gate at the loading edge served by a forklift or stacker, a goods lift, a conveyor, or hand-carrying up the stairs — which is a manual handling problem dressed as a saving. Whichever it is, it has to be designed in from the start, because it dictates the edge detail, the local floor loading and the safe working area at both levels. Building Regulations and fire: the part to settle first

This is where a mezzanine differs from every other piece of storage equipment. A mezzanine is a structure, and in the UK it falls under Building Regulations. In practice you will normally need approval from a building control body — either your local authority or an approved inspector — before work starts, and the application should be part of the project plan rather than an afterthought.

Planning permission is a separate question and usually not required for a purely internal mezzanine that does not alter the building's external appearance or its use class. Building Regulations approval almost always is. If in doubt, ask your local authority before committing — a five-minute enquiry is cheaper than a retrospective one.

The requirements that follow depend heavily on how large the mezzanine is relative to the floor below it, and what it is used for. A modest storage deck in a large unit is treated very differently from a large office platform, because the size-and-use question determines whether the mezzanine is regarded as an open gallery within one space or as an additional storey. That determination drives everything downstream:

  • Fire protection to the structure — steelwork may need to be fire protected to a specified period.
  • Means of escape — travel distances, the number of staircases, and whether escape routes need to be protected.
  • Staircases and guarding — compliant stair geometry, handrails, guarding and toe boards.
  • Detection and suppression — smoke detection, and in some cases sprinkler provision or extension of an existing system.

We are deliberately not quoting thresholds for any of this. The proportions and criteria are a matter for your building control body and, on anything non-trivial, a fire engineer — and getting that judgement early is what stops a scheme being redesigned late. Ask the question before the steel is ordered, not after.

Does a mezzanine need inspecting?

The structure itself is not subject to the same routine cycle as pallet racking, but treating it as fit-and-forget is a mistake. Three practical habits are worth adopting: keep the design documentation and the rated loading where the people using the floor can see it, load-notice the platform so the kg/m² figure is visible rather than remembered, and include the mezzanine in the same walk-round that covers your racking — looking at edge protection, gates, stair condition, and any sign of impact damage to columns. Where racking sits on or beneath it, the racking inspection regime applies as normal, and impact damage to a column supporting a floor is a great deal more serious than impact damage to a rack upright.

Modular or conventional?

A conventionally fabricated welded steel floor is effectively permanent: it is designed once, for one layout, in one place. A modular system is engineered to be taken apart. The modular case is strongest in three situations: you are a tenant rather than an owner, the operation is growing and the layout will change, or the platform is part of a system that may be reconfigured — multi-tier flooring, pallet-racking-integrated floors, or picking platforms with in-feed and out-feed conveyors for automated equipment. If none of those apply and the layout is genuinely settled for the life of the building, a conventional floor is a reasonable choice.

Before you ask for quotes

Suppliers will survey, but the quality of what you get back depends on what you can tell them. Have these ready:

  1. Internal height to the underside of the roof structure, and the position of anything hanging from it — lighting, heaters, sprinkler pipework, roller shutter mechanisms.
  2. The area you want covered, and where the staircase can go without blocking a traffic route or a fire exit.
  3. The real load — what goes on the floor, how heavy it is, and whether it is spread out or concentrated.
  4. The use — storage, picking, office, production. This drives the fire and escape requirements more than the size does.
  5. How goods will get up — and what truck, if any, will work beneath.
  6. Your tenure — lease length and break clauses decide whether relocatability is worth paying for.

Then, when you compare mezzanine suppliers, ask each of them the same three questions: who takes design responsibility for the load calculations, who prepares and submits the Building Regulations application, and whether the system can be extended or relocated later. The answers vary far more between suppliers than the prices do.

When a mezzanine is the wrong answer

Sometimes the height is not there, the lease is too short, or the stock profile does not justify it. Before committing, check whether the same problem can be solved more cheaply within the existing floor: taller pallet racking where the roof height allows, longspan shelving for bulky hand-loaded stock, narrower aisles with the right truck, or better use of vertical space for awkward items — vertical sheet racks and bin racks both recover floor area that is currently being spent on stacks and piles.
