Most manual handling training starts in the wrong place. It teaches people how to lift — bend the knees, keep the load close, don't twist. That matters, but it is the last line of defence, not the first. The Manual Handling Operations Regulations 1992 ask employers to do something more useful first: get rid of the lift altogether wherever it is reasonably practicable to do so.

What the law actually requires
The Manual Handling Operations Regulations 1992 (MHOR) sit under the Health and Safety at Work etc. Act 1974 and apply to any transporting or supporting of a load by hand or bodily force — lifting, putting down, pushing, pulling, carrying or moving. Regulation 4 is the one everybody quotes, and it sets out a three-step hierarchy in a fixed order:
- Avoid hazardous manual handling operations so far as is reasonably practicable.
- Assess any hazardous operation that cannot be avoided.
- Reduce the risk of injury so far as is reasonably practicable.
The order is the point. Training people to lift a 40 kg drum better is a step-three control applied to a problem that a step-one decision — put the drum on a lifter — would have removed. Inspectors read the hierarchy in order, and so should you.
Two other sets of duties sit alongside it. The Management of Health and Safety at Work Regulations 1999 require the risk assessment to be suitable, sufficient and recorded where you employ five or more people. And once you introduce equipment, the Provision and Use of Work Equipment Regulations 1998 (PUWER) apply to it — the right kit for the job, maintained, inspected, and used by people who have been trained on it. Buying a stacker does not close the file; it changes which file you are in.

The guideline weights — and what they are not
The figure everyone remembers is 25 kg. It is worth being precise about where it comes from, because it is routinely misquoted as a legal maximum.
HSE publishes guideline filter figures as part of its risk-assessment tools. The often-cited maxima — around 25 kg for men and 16 kg for women — apply only in the single most favourable position: the load held close to the body, at about knuckle height, with no twisting, no repetition and good conditions. Move the load away from the body, above shoulder height or below knee height, and the guideline figure falls sharply — in the least favourable positions to a small fraction of the headline number.
There is no legal weight limit for manual handling in the UK. MHOR is risk-based, not weight-based. A 10 kg box lifted 300 times a shift from floor level with a twist can present a far higher risk than a 25 kg box lifted once, waist-high, with two hands. If a load is at or near a guideline figure, that is a signal to do a fuller assessment — using HSE's MAC or RAPP tools — not permission to lift it.
How to assess what is left
Once you have removed every lift you reasonably can, assess the rest. The widely used prompt is TILE:
- Task — how far is it carried, how often, does it involve twisting, stooping or reaching above shoulder height?
- Individual — who is doing it, and do they have any condition, or are they pregnant or a young worker, that changes the picture?
- Load — how heavy, how bulky, is it stable, sharp, hot or awkward to grip?
- Environment — floor condition, gradients, space to turn, lighting, temperature, and whether there is room for equipment at all.
The environment question is the one that most often decides which piece of equipment is viable, so answer it before you shortlist anything.
Matching equipment to the lift you want to remove
This is where the hierarchy becomes a purchase order. Work from the movement, not from the product category.
Moving a loaded pallet along the floor
The default answer, and usually the cheapest risk reduction available. A manual pallet truck typically handles 2,000–2,500 kg on 1,150 mm forks, and turns a two-person drag into a one-person push. Where distances are long, the floor is anything other than flat and smooth, or the same route runs dozens of times a shift, a powered pallet truck takes the pushing effort out too — models run from 1,500 kg up to 5,000 kg. Lifting a pallet or stacking to height
A pallet truck only lifts clear of the floor. The moment a load has to go onto racking, into a machine or onto a bench, you need a pallet stacker — manual, semi-electric or fully powered. Stacking by hand from a pallet at floor level is one of the highest-risk operations in a typical warehouse, because it combines a low starting height, a rising finish height and repetition.
Bringing the work up to waist height
Often the single biggest win available, and the most overlooked. If a pallet is picked or built at floor level, every item on it is lifted from below knee height. A lift table or level loader raises the whole pallet so that the working face stays at waist height throughout. Handling drums
A full 205 litre drum is far beyond any guideline figure and cannot be safely lifted or tipped by hand. Moving loads that are not on a pallet
Carrying by hand across a site is a manual handling operation whether or not anything is lifted from the floor. Platform trucks, distribution trolleys, picking trolleys and roll containers move the load on wheels instead. Choose the deck height and handle position deliberately — a trolley loaded at ankle height has simply relocated the lift. Pushing and pulling very heavy wheeled loads
MHOR covers pushing and pulling, not just lifting, and a heavily loaded roll cage or trolley on a gradient is a genuine risk even though nobody lifts anything. Working at height without climbing the racking

Turning it into something an inspector can read
Four practical steps. First, walk the site and list every operation where someone lifts, carries, pushes or pulls — most sites find more than they expected. Second, mark each one avoidable, reducible or unavoidable, and deal with the avoidable ones with equipment before you write another word of assessment. Third, assess what remains using TILE and, where loads sit near the guideline figures, HSE's MAC or RAPP tools. Fourth, record the decisions, train people on both the residual technique and the new equipment, and put the equipment into your PUWER inspection routine.
The equipment only counts as a control if people use it. A lift table parked in a corner because the aisle is blocked is not a control — which is why the Environment question in TILE deserves as much attention as the weight of the load.

Reassess the task after the equipment is in place, not before.
