Warehouse safety is not a poster on the wall. It is the sum of a few unglamorous decisions: where the forklift is allowed to go, how high the pallets are stacked, whether anyone has looked at the racking uprights since the last knock, and whether the person moving a 900 kg pallet by hand has a truck that makes the job easy or one that makes it dangerous. This guide sets out what UK law expects of a warehouse operator, where injuries actually come from, and which of the risks can be engineered out with equipment rather than managed with signs and good intentions. It is written by a supplier of storage and handling equipment, so it is clear about what equipment can and cannot fix.
What the law expects of a warehouse in the UK
There is no single "warehouse safety regulation". The duties come from a stack of general workplace law that applies to every storage site, whatever its size:
- Health and Safety at Work etc. Act 1974 — the umbrella duty on the employer to ensure, so far as is reasonably practicable, the health, safety and welfare of employees and of anyone else affected by the work, including visiting drivers and contractors.
- Management of Health and Safety at Work Regulations 1999 — the requirement to carry out a suitable and sufficient risk assessment. If you have five or more employees, the significant findings must be recorded.
- Workplace (Health, Safety and Welfare) Regulations 1992 — traffic routes, floors, lighting, temperature and the separation of pedestrians and vehicles.
- Manual Handling Operations Regulations 1992 — avoid hazardous manual handling where reasonably practicable; assess and reduce the risk where it cannot be avoided. Our guide to designing the lift out of the job covers the equipment side of this in detail.
- Provision and Use of Work Equipment Regulations 1998 (PUWER) — every piece of work equipment, from a pallet truck to a set of podium steps, must be suitable, maintained, inspected where appropriate, and used only by people who have received adequate training.
- Lifting Operations and Lifting Equipment Regulations 1998 (LOLER) — lifting equipment must be thoroughly examined by a competent person at set intervals. - Work at Height Regulations 2005 — applies to anyone picking from an upper shelf on a step, working on a mezzanine edge or being lifted in a cage. Falls from height are one of the four main causes of warehouse injury the HSE lists.
- COSHH 2002 and DSEAR 2002 — where the stock includes chemicals, flammables, gas cylinders or lithium batteries, the storage arrangements are regulated in their own right.
- RIDDOR 2013 — specified injuries, over-seven-day injuries and dangerous occurrences, which include certain structural collapses, must be reported.
The HSE's own sector guidance is HSG76, Warehousing and storage: a guide to health and safety, backed by the short free leaflet INDG412 "Keep it safe". HSG76 is also the document that sets out the expectation of racking inspection, which is why it turns up in every serious discussion of warehouse safety. Where warehouse injuries actually come from
The HSE groups the main causes of injury in storage and warehousing under four headings: manual handling, being struck by a moving vehicle, slips and trips, and falls from height. In the last year for which the HSE publishes a sector figure on its warehousing page (2009/10), the storage, warehousing and road haulage industries reported over 8,500 work-related accidents, almost 1,600 of them classed as major injuries such as fractures and amputations. Lifting and moving by hand is the main cause of reportable accidents in the sector's road-freight arm, and bad backs the most common injury.
That ordering matters because it is the reverse of where most safety spending goes. Signs, PPE and toolbox talks address behaviour. The four causes above are mostly addressed by layout and equipment: separate the people from the trucks, take the weight off the person, keep the floor clear and dry, and give people a proper platform instead of a pallet on the forks.
Manual handling: take the weight out of the job
The Manual Handling Operations Regulations set a clear hierarchy: avoid the handling, then assess it, then reduce it. In a warehouse "avoid" usually means palletising, and "reduce" means mechanical aids. The HSE's warehousing guidance names pallet trucks, scissor lifts, roller conveyors and customised trolleys as the practical measures, and notes that roll cages are commonly involved in handling injuries when overloaded or moved over uneven ground.
The equipment decisions that follow from this are straightforward:
- A manual pallet truck for occasional moves on a flat floor; a powered pallet truck once the moves are frequent, the distances are long or the pallets are heavy, because the fatigue of pumping and pulling a loaded truck all shift is a handling risk in its own right.
- A scissor lift table or pallet level loader at any station where people are repeatedly bending to the bottom of a pallet or reaching to the top of one.
- A pallet stacker where pallets need to go onto a bench, into a van or onto the first beam level without a counterbalance truck.
- Properly rated trolleys and platform trucks with castors suited to the floor, so a load is pushed rather than carried.

Vehicles and pedestrians: separate them physically
The HSE's position on workplace transport is that pedestrians and vehicles should ideally use completely different routes, and that where routes must run close together, physical barriers to stop either straying into the other's area should be installed where reasonably practicable. Paint lines are a reminder; a barrier is a control.
The practical measures are:
- Fixed safety barriers and protective rails along pedestrian walkways, around plant, at the ends of racking runs and at doorways where a walkway meets a truck route. - Rack upright protection at aisle ends and column guards where trucks turn. Our guide to pallet racking protection explains what to fit and where.
- Managed loading bays. Visiting drivers, in the HSE's words, are often on site for a short time and employed by someone else, and the site still owes them a duty. Wheel chocks, dock bumpers and clear rules on who controls the vehicle while it is being loaded are covered in our loading bay safety guide.
- Timing. The HSE specifically flags that risk changes when the number of people on the routes changes, such as shift changeover, and suggests stopping lorry movements during those windows.
Racking: the risk that grows quietly
A racking collapse is the warehouse incident everyone fears and few sites plan for. Racking is not generally a LOLER item, but it is work equipment under PUWER and it is the subject of specific HSE expectation in HSG76: it should be installed to the manufacturer's instructions, carry load notices, be protected from truck impact, be inspected at a frequency set by risk, and receive an annual inspection by a technically competent person. SEMA's approved racking inspector scheme is the industry standard route to that competence.
The everyday failures are prosaic: beams loaded beyond the notice, uprights bent by a truck and left, safety locks missing from beam connectors, pallets overhanging the beam so the next one up sits badly. None of those needs an inspector to spot; they need someone walking the aisles who knows what a damaged upright looks like and has the authority to offload a bay. Working at height: a platform, not a pallet
The Work at Height Regulations apply the moment someone could fall a distance liable to cause injury, which in a warehouse includes picking from an upper shelf on a stepladder, standing on a pallet on the forks, and working near a mezzanine edge. The rules require the work to be avoided where possible, then carried out from a place that is already safe (a guarded platform), then with equipment that minimises the distance and consequence of a fall.
The equipment answer for routine picking is a mobile safety step or podium with a guarded platform, rather than a leaning ladder. Lifting a person on the forks of a truck is only lawful in a purpose-built, secured cage and only for occasional, unplanned work; the rules are set out in our forklift man cage guide. Mezzanine edges need guarding and a pallet gate at the loading point.
Slips, trips and the state of the floor
Slips and trips are the least dramatic of the four main causes and among the most frequent. In a warehouse the usual culprits are stretch wrap and banding on the floor, leaks from drums and IBCs, spilt product, wet entrances, and stock stored in walkways because the racking is full. Two of those are storage problems in disguise: a leaking drum belongs on a bunded spill pallet, which also helps meet the oil storage regulations where they apply (our spill containment guide covers the legal side), and waste and swarf that is trodden into the floor belongs in a forklift tipping skip that gets emptied rather than a pile that gets kicked over.
Hazardous stock: chemicals, flammables, gas and lithium
If the stock includes anything under COSHH or DSEAR, the storage arrangement is a compliance matter, not a housekeeping preference. In brief:
- Hazardous and flammable liquids should be kept in a purpose-built hazardous storage cabinet or COSHH cabinet with a sump, correct signage and segregation of incompatible substances. Our COSHH cabinet requirements guide explains what the regulations actually ask for.
- Gas cylinders belong outside in a ventilated, lockable gas cylinder cage, upright and secured, away from ignition sources and drains.
- Lithium-ion batteries — increasingly common in powered handling equipment and e-bikes stored on site — are a fire risk that ordinary cabinets do not address. - Drums, whether full or empty, should be stored on racks or stands that stop them rolling and keep them off a wet floor.
Security is part of safety
High-value or dangerous stock that is accessible to everyone on site is both a theft risk and a safety risk. Lockable mesh storage cages for controlled items, tool stores and chemical stock, and staff lockers so personal belongings are not left in the working area, are cheap controls that also tidy up the housekeeping problems described above.
A practical warehouse safety checklist
This is not a substitute for a risk assessment, which has to be specific to your site; it is the list of things that most often turn out to be wrong when someone finally looks.
- Is there a written risk assessment (required in writing at five or more employees), and does it reflect the layout as it is today rather than when the site opened?
- Are pedestrian routes physically separated from truck routes, with barriers where they meet?
- Does every racking bay carry a load notice, and has anyone competent inspected the racking in the last twelve months?
- Is damaged racking offloaded and tagged, or is it still in use?
- Are pallets stacked within the height and pattern the pallet and the product can take?
- Do people pick from height using a guarded platform, or from a ladder and a pallet?
- Is every pallet truck, stacker, lift table and set of steps on a maintenance and inspection schedule under PUWER, with LOLER thorough examinations where they apply?
- Has everyone who uses powered handling equipment received training on that specific equipment?
- Are chemicals, flammables, gas cylinders and lithium batteries in purpose-built storage, segregated and signed?
- Are drums and IBCs on bunded containment?
- Is waste — wrap, banding, swarf, broken pallets — collected in skips and bins rather than accumulating on the floor?
- Is there a system for reporting near misses and damage, and does anything happen when someone uses it?
What we do and do not do
